The Wayne National Forest has a full-time, permanent position open for a Civil Engineer (Facilities), GS–0810–11/12.

General Description – The Wayne National Forest is seeking qualified candidates interested in an exciting career as a Civil Engineer with a focus in Facilities Management (administrative and recreation facilities). The position will be a permanent full-time appointment. The duty station will be located at either the Wayne National Forest Supervisor’s Office in Nelsonville, Ohio, or the Ironton Ranger District Office in Pedro, Ohio. The Wayne National Forest hopes to fill this position early in 2018.

This Outreach Notice will help determine the potential applicant pool for the position, potential duty location, and the grade levels 11/12 or 12.  The position will be announced for applicants that are current government employees (MERIT) or qualify through other special authorities listed in the Outreach Database. Major Duties: The incumbent will serve as a Civil Engineer with primary responsibilities for the oversight of the administrative and recreation facilities management program on three administrative units for the Wayne National Forest. This position may include supervision, not to exceed 25 percent of the time, and Engineering Program Management duties. This position is responsible for a variety of duties, some of which include:

  • Developing, managing, implementing, and providing technical advice on all aspects of facilities management and maintenance projects;
  • Developing and evaluating facility plans and design objectives including conducting surveys and investigations to establish necessary data to initiate facility designs;
  • Directing or reviewing the preparation of completed and detailed designs, drawings, and specifications for a range of engineering projects such as facilities, structures, roads, trails, or bridges;
  • Developing construction and service contracts and serving as an Engineering Representative (ER) or as a Contracting Officer’s Representative (COR);
  • Conducting safety inspection and condition surveys of structures and facilities such as buildings, water and wastewater systems, recreation site facilities, and utilities; and
  • Conducting facility condition surveys on buildings, water systems, and wastewater systems and ensuring that data is accurate.

Prospective applicants should have:

  • Knowledge of the professional civil engineering concepts, principles, and practices applicable to major facilities construction jobs, projects, or studies;
  • Knowledge and experience with Forest Service engineering database management applications;
  • Strong organizational skills, leadership, and technical design ability;
  • Skills and experience with AutoCAD Civil 3D;
  • Confidence to present technical information to natural resource specialists and land managers;
  • A willingness to seek funding internally and externally to meet program goals;
  • Skills and experience in topographic and construction stakeout surveying;
  • A willingness and ability to work in both field and office environments in varied conditions and seasons; and
  • The ability to responsibly stay within allocated budgets by tracking personnel time, contract cost and other expenditures for their scope of budget responsibility.
